The Federal Government is considering a major expansion of free healthcare coverage to approximately 152,000 retirees under the Retiree Life Annuity (RLA) scheme. This initiative, driven by the National Pension Commission (PenCom), aims to strengthen social protection for pensioners enrolled in the Contributory Pension Scheme (CPS).
Expansion of Healthcare Access
The planned expansion is expected to widen access to healthcare for thousands of retirees who are currently excluded from the PenCom programme, a healthcare intervention designed specifically for low-income pensioners. This move comes as the pension industry begins implementing free health insurance coverage for 30,000 retirees under the Programme Withdrawal (PW) arrangement. Broader plans are underway to eventually cover all retirees captured under the CPS.
PenCom's Announcement
Speaking at the retirement summit in Lagos over the weekend, the Director-General of PenCom, Omolola Oloworaran, represented by the commission's Head of Corporate Communications, Ibrahim Buwai, stated that discussions would commence with the National Insurance Commission (NAICOM) and insurance operators. These talks aim to extend the PenCom programme to annuitants, ensuring that more retirees benefit from the scheme.
Funding and Implementation
According to the commission, the current PenCom arrangement is funded by pension fund operators and the commission itself. This funding enables vulnerable retirees under the PW structure to access free healthcare services through accredited Health Maintenance Organisations (HMOs) and hospitals nationwide. The expansion to 152,000 retirees under the RLA scheme is a significant step forward in the government's commitment to social welfare.
The initiative underscores the government's dedication to improving the quality of life for retirees, ensuring they receive necessary medical care without financial burden. As the programme expands, it is expected to set a precedent for broader healthcare coverage among the elderly population in Nigeria.
