Homeowners in a prominent Abuja estate have launched serious accusations against their property developer, citing breaches of mass housing regulations and actions they claim are endangering lives.
Allegations of Systemic Breakdown and Financial Opacity
The Blue Fountain Estate Homeowners and Residents Association (BFEHORA) in Karsana, Abuja, has publicly accused the estate's developer, Blue Fountain Properties Limited (BFPL), of multiple violations. Represented by Chairperson Olopade Afeez and Vice Chairman Ahmed Dandare, the association stated that relations with developer Fabian Nwaora have severely deteriorated.
They allege a systemic collapse of law and order within the estate. The core grievances include:
- Breach of the FCT Mass Housing Scheme provisions.
- Imposing a Facility Management Agreement without due process.
- Financial opacity, with facility fees allegedly lodged in an account at First Generation Mortgage Bank, which is reportedly owned by BFPL's chairperson—a situation residents label a conflict of interest.
- No audited financial statements presented since 2016, with billions of naira allegedly unaccounted for despite declining services.
Public Safety Failures and Infrastructure Neglect
The residents' allegations extend beyond finances to direct threats to their safety and well-being. BFEHORA claims the developer has illegally converted areas meant for public amenities into residential plots for sale, violating the approved master plan.
This action, they say, has left a community of roughly 2,000 housing units without essential social infrastructure. The association directly linked the absence of a functional fire station to a recent fatal fire incident within the estate.
Further safety concerns include:
- Porous estate boundaries leading to incidents of armed robbery and kidnapping.
- Poor waste evacuation over years, creating environmental and health risks for over 1,900 families.
- Alleged sponsorship of an unauthorized group to undermine the legitimate residents' association and prevent meetings.
- Verbal threats received by association officers after demanding accountability.
Residents' Demands and Call for Intervention
In response to these grievances, the Blue Fountain Estate residents have issued a clear set of demands and called for external intervention. They are appealing to the Minister of the Federal Capital Territory, Nyesom Wike, and relevant regulatory authorities to step in, describing the situation as "highly abnormal, dangerous and unacceptable."
Their specific demands include:
- An immediate and independent forensic audit of the estate's finances.
- Suspension of all facility fee payments until the audit concludes.
- Regulatory intervention by the FCT administration.
- Restoration of contractual order and delivery of promised infrastructure.
- Full handover of estate governance to the residents.
- A cease-and-desist order from law enforcement against developer intimidation.
The association affirmed its commitment to the rule of law but vowed not to tolerate the continued exploitation of homeowners and investors. "We remain calm, resolute and united in defending our lives, peace and hard-earned investments," BFEHORA stated.
Attempts to reach Fabian Nwaora, the developer, for his response to these allegations were unsuccessful. He did not answer calls or respond to text messages sent to his mobile phone.
