The Federal Government has unveiled a strategic roadmap aimed at boosting the housing market, industry, and sector, emphasizing strong cooperation with the private sector to reform the built environment for housing delivery to Nigerians.
Renewed Hope Housing PPP Summit
Speaking at the Renewed Hope Housing Public-Private Partnership (PPP) Summit in Abuja, the Minister of Housing and Urban Development, Muttaqha Rabe Darma, stated that the summit's outcomes will form a critical part of the Strategic Plan aimed at transforming housing delivery and driving economic growth in Nigeria.
Darma explained that the government is working to transition from policy to projects in delivering housing units through PPPs. The summit brought together stakeholders from government institutions and the private sector to accelerate the growth of housing and urban development in the country.
Strategic Plan Launch
The Minister hinted that the Ministry's Strategic Plan would be officially unveiled by the end of May, following successful consultations and engagements with departments and agencies under the Ministry. He noted that the strategic framework will provide clear direction for implementing housing policies and projects through effective collaboration with the private sector and other critical stakeholders.
"Whatever plan we come up with, we will pursue diligently to ensure it delivers meaningful results for Nigerians. Ongoing constructions of housing units in Ibeju-Lekki, Lagos State; Lambu, Kano State; and Karsana, Abuja, will be commissioned by Mr. President upon completion," Darma said.
Scaling Up Housing Delivery
The Minister further stated that beyond completing existing projects, the government intends to scale up housing delivery nationwide by building a sustainable housing framework anchored on strong PPP models, innovative financing mechanisms, and inclusive participation.
Darma disclosed that the government is currently delivering 1,550 housing units for military personnel as part of efforts to improve the welfare and living conditions of members of the Armed Forces. He added that thousands of Nigerians would soon become homeowners as the projects continue to expand nationwide.
"The projects have significantly contributed to job creation by engaging thousands of artisans, engineers, contractors, suppliers, and other professionals across the construction sector, while also stimulating economic activities in host communities," he said.
Permanent Secretary's Remarks
Also speaking, the Permanent Secretary, Dr. Shaibu Belgore, welcomed participants and described the summit as a national engagement designed to deepen collaboration, unlock financing, and accelerate housing delivery at scale through sustainable PPPs. He noted that the summit comes at a critical time when the Federal Government is intensifying efforts to translate policy commitments into tangible housing outcomes for Nigerians.
Belgore explained that the summit's theme, "From Policy to Projects," focuses on execution challenges, including structuring bankable projects, mobilizing finance, securing land access, and building partnerships that deliver housing units at scale.
"Through a combination of PPP-driven initiatives and direct government interventions, we have commenced large-scale housing developments across multiple states, including flagship PPP projects in Abuja, Lagos, and Kano," Belgore said.
According to the Permanent Secretary, these projects are not only helping to reduce Nigeria's housing deficit but also creating jobs, stimulating local economies, and expanding access to affordable homeownership for Nigerians. He added that the Ministry has strengthened institutional frameworks, improved stakeholder coordination, and advanced innovative financing models aimed at delivering housing at a large scale in a sustainable and inclusive manner.
"The real challenge is not in policy formulation, but in execution – structuring bankable projects, mobilizing finance, ensuring land accessibility, and fostering partnerships that deliver real housing units at scale," he emphasized.
Magazine Launch
Major highlights of the summit included the official launch of the Renewed Hope Housing Magazine, a publication designed to serve as a strategic communication platform for documenting the Ministry's progress, showcasing projects, highlighting investment opportunities, and strengthening stakeholder engagement within the housing sector.
