A significant land dispute has erupted in Abuja's Gwarinpa Estate, pitting a private company against a federal agency. Tulwu Integrated Ltd has publicly rejected claims made by the Federal Housing Authority (FHA) about illegal land encroachment, describing the allegations as completely baseless.
FHA's Allegations and the Company's Strong Rebuttal
The Federal Housing Authority had issued a press release on 19 December 2025, making several serious accusations. The FHA claimed that Tulwu Integrated, through its Managing Director Hajia Sadiya, encroached on an extra 6,000 square metres of land. The authority stated that Savannah Suites Ltd initially received a 16,000-square-metre allocation, which was later transferred to Tulwu Integrated. The FHA also alleged that the MD threatened to bring down the FHA Managing Director.
Tulwu Integrated has firmly denied all these accusations. The company stated that Hajia Sadiya had no involvement in any illegal encroachment or assault on officers. Instead, the firm insists that its land allocation and all subsequent approvals are fully documented and legal.
Documented History of the Land Allocation
In its detailed response, Tulwu Integrated provided a timeline of documented approvals from the FHA itself. The company explained that FHA records show the original allocation to Savannah Suites & Restaurant Ltd was subject to a professional survey. This survey later confirmed the total land area was 22,017 square metres, not the initial 16,000.
The firm cited specific approval letters, including:
- The original allocation letter: Ref. No. FHA/LEM/GWA.
- The consent letter for assignment to Tulwu Integrated Ltd, dated 13 March 2013: Ref. No. FHA/LEM/GWAII.
- The approval for Conversion of Use from Hotel to Mixed Use Development, dated 27 July 2023: Ref. No. FHA/LEM/GWA.Il.
"After survey 20,220.482 sq metres. This is the same allocation letter signed, stamped and given to Savannah Suites & Restaurant Ltd," the company stated, adding that the sales agreement also confirmed the 22,000 square metre size.
Escalation to Demolition and Court Action
The situation turned violent in 2025. After Tulwu Integrated applied for an approval plan in May 2025, it claims the FHA deliberately delayed issuing necessary bills. The dispute escalated in July 2025 when, according to the company, a developer backed by FHA officials and armed police encroached on the land, destroyed fencing, and began illegal construction.
Tulwu Integrated swiftly obtained a court injunction in July 2025, ordering all parties to maintain the status quo. This was for the pending suit FCT/HC/B/CV/227/2025, scheduled for hearing in January 2026.
Despite this court order, the company alleges further illegal actions occurred. On 15 December 2025, police officers and FHA staff reportedly returned to the site. They allegedly removed fencing and physically assaulted Managing Director Hajia Sadiya, who was reportedly pregnant at the time. Days later, more unauthorized construction took place at night, forcing the company to seek additional restraining orders.
Broader Allegations of Corruption at FHA
This case is not happening in isolation. On 7 July 2025, a group of concerned FHA employees and stakeholders wrote a petition to President Bola Ahmed Tinubu, the EFCC, and the Minister of Housing. They called for an urgent investigation into the FHA boss over allegations of corruption, abuse of office, and gross mismanagement.
The petition specifically alleged that the FHA boss restricted access to key record rooms. This was reportedly to enable the tampering of sensitive documents, which would facilitate illegal land grabbing and the extortion of property owners.
Tulwu Integrated has affirmed its commitment to using legal channels to defend its property. "Our company shall deploy its energy to ensure that its rights are not trampled upon by anyone irrespective of his current position or political connections," the firm's statement concluded. The FHA has yet to respond publicly to these detailed counterclaims.
