Context: Qatar's Citizenship and Economic Model
Qatar is one of the world's wealthiest countries per capita, largely due to its vast natural gas and oil reserves. The country's population is about 2.8 million, but only around 10-15% are citizens, with the remainder being expatriate workers. This demographic structure allows the government to provide extensive welfare benefits to its citizens, including free education, healthcare, housing, and land grants.
