The Nigerian Civil Aviation Authority (NCAA) has barred 11 Nigerian airlines, including Air Peace, Ibom Air, and ValueJet, from accessing regulatory services. Other affected carriers are Arik Air, United Nigeria Airlines, Umza Air, NG Eagle, Max Air, Caverton Helicopters, Overland Airways, and Rano Air.
Reason for the Sanction
The reason for the 'No-Pay-No-Service' directive by the NCAA was not immediately clear, but it may be linked to accumulated debts owed to the regulatory authority by the affected airlines.
Internal Memo Details
In an internal memo dated May 22, 2026, issued by its Director of Finance and Accounts, Olufemi Odukoya, and copied to various directorates, the NCAA stated that the mentioned airlines should not be rendered services without financial clearance from the Director of Finance and Accounts. The memo read in part: 'The DGCA has directed that no directorate should render any service to the above airlines without financial clearance from the Director of Finance & Accounts.'
Industry Reactions
Aviation expert Alex Nwuba commented that the move was a pressure tactic by the NCAA rather than a genuine attempt to shut down airline operations. He questioned why the NCAA targeted the most important and credible airlines, stressing that the situation could collapse the industry instead of saving it. Nwuba also highlighted that the action raises concerns over the credibility and financial health of dominant players like Air Peace and Ibom Air, and exposes weaknesses in the NCAA's economic regulatory oversight.
Nwuba noted that strict enforcement could disrupt regulatory processes such as license renewals, potentially creating operational and safety issues. He called for a more collaborative approach and strengthened monitoring mechanisms to prevent debt accumulation.
Responses from Airlines
Efforts to get reactions from most affected airlines were unsuccessful. However, Chibuike Oluka, Public Relations Officer of United Nigeria Airlines, said the management was meeting with the NCAA and would provide an update afterward. None of the affected airlines had issued a press statement as of the time of filing.
