Reasons for Re-election and Leadership Changes
The KCNA report emphasized that under Kim's leadership, the country's war deterrence, centered on nuclear forces, has been significantly enhanced. It also noted a revision of party rules, though specific changes were not detailed. Additionally, the congress selected new central committee members, but notable absences included Choe Ryong Hae, the chair of the standing committee of the Supreme People's Assembly.

An analysis by the American Enterprise Institute (AEI) indicates that North Korea could use the conclusion of the Ninth Party Congress to unveil new strategic weapons and highlight achievements under its 2021–2025 military modernization plan. The AEI further assesses that Kim is likely to outline modernization goals for the 2026–2030 period, potentially focusing on second-strike capabilities, faster launch readiness, and more diverse delivery systems.
