The Chairman of the Federal Civil Service Commission (FCSC), Prof. Tunji Olaopa, has emphasised that the enforcement of a merit-based system, professionalisation, digital reform, and competitive remuneration are pivotal changes for rebranding the FCSC to enhance the civil service. He made this statement yesterday in Abuja during the 2026 International Civil Service Conference organised by the Office of the Head of the Civil Service of the Federation (OHCSF).

Merit-Based Processes and Federal Character Policy

According to Olaopa, the enhanced performance of the civil service is tied to merit-based processes and guidelines that are clearly defined and aligned with the federal character policy, ethical discipline, transparency, and accountability. He noted that these elements have been integrated into the commission's strategic plan to rebrand and optimise its performance.

Digital Reform as a Key Component

Olaopa highlighted the importance of digital reform as a major component of the strategic plan. This reform aims to leverage technology to transform the FCSC secretariat from its current slow, paper-heavy status, which is prone to loss, damage, and human error. The envisioned change includes automated user-centric systems that would eliminate recruitment forms, physical queues, and fragmented departments. This would pave the way for interoperable databases, digital identities, and a seamless online recruitment portal with CBT engines. Candidates and other clients would be able to access all commission services from a single dashboard from anywhere in the world.

Integrity and Professionalism in Appointments

Olaopa stressed that integrity, credibility, and public spiritedness are critical success factors for the commission's operations. He urged that greater emphasis should be placed on these attributes when appointing individuals to the commission. Additionally, the selection of commission members should prioritise a track record of high professionalism and expertise in their respective fields, along with a history of high integrity in previous professional roles. The same standards should apply to the staffing of the commission's secretariat, ensuring that officers have proven records of competence and personal integrity.

Adequate Funding and Incentive Structures

The FCSC chairman called for adequate funding for the commission's core functions, activities, and projects. He also emphasised the need for enhanced incentive structures so that management and staff can effectively fulfil their role as valued gatekeepers of a profession of national significance.

Merit System and Professionalism Enforcement

Olaopa stressed the necessity of enforcing a merit system and professionalism. This would require that entry-level assessment examinations and selection criteria be linked to specific tasks to be performed in the user MDA, thereby guiding objective selection processes.
