Man Receives Prison Sentence and Strict Ban from Children's Playgrounds After Disturbing Incidents

A 55-year-old man has been handed a significant prison term and prohibited from all children's playgrounds following his conviction for performing lewd acts in full view of minors. Andrew Lewis, a resident of Auckland Close in the Penmaen area of Oakdale, Caerphilly county borough, South Wales, was found guilty of exposing himself and engaging in sexual activity near a playground where children were present.

Disturbing Incidents Captured on Video

The first incident occurred on June 1, 2025, when Lewis was observed standing on the decking in his garden, which overlooks a nearby play area. Two children, aged 11 and 12, filmed him as he masturbated while looking towards the playground. Judge Carl Harrison at Newport Crown Court noted that the footage clearly showed Lewis masturbating with a direct view of the play area, emphasizing the elevated position he used to see the children.

More than a month later, on July 23, 2025, two 12-year-olds reported seeing Lewis in his back garden again exposing and touching himself while looking at them. The judge stated that Lewis intentionally exposed his penis for it to be seen before masturbating, highlighting the predatory nature of his actions.

Court Sentencing and Legal Consequences

Following a trial in September last year, Lewis was convicted of one count of engaging in sexual activity in the presence of a child under 13 and one count of exposure. He received a total sentence of 25 months in prison, with 20 months for the sexual activity charge and five months for the exposure charge. Additionally, Lewis was ordered to pay a £228 victim surcharge.

The court imposed a Sexual Harm Prevention Order (SHPO) and a notification requirement, both lasting for 10 years. Under the SHPO, Lewis faces strict restrictions, including:

  • Prohibition from remaining in any household where a child under 16 is present.
  • Not allowing anyone under 16 into his home or premises unless accompanied by a parent or guardian.
  • Wearing normal clothing while in his garden.
  • Barred from contact with children under 16 unless consent is obtained or the contact occurs in daily life.
  • A ban on entering any play parks or play areas, with such entry constituting a breach of the order.

This case underscores the importance of protecting children from sexual predators in public spaces.
