NCC Unveils New Platform to Tackle Fraudulent SIM Card Activities

The Nigerian Communications Commission (NCC) has introduced a groundbreaking regulatory platform aimed at tracking, verifying, and blocking fraudulent activities associated with mobile phone numbers. This initiative, known as the Telecommunications Identity Risk Management System (TIRMS), was officially presented during a stakeholders' consultative forum held in Abuja on Thursday. The platform is designed to address the escalating misuse of mobile numbers, particularly those that are swapped, recycled, churned, or barred, which are often exploited by fraudsters to commit financial crimes and identity theft.

Addressing Vulnerabilities in Telecommunications

Executive Vice Chairman of the NCC, Aminu Maida, emphasized that the development of TIRMS is a direct response to the increasing vulnerabilities within the telecommunications sector. Represented by Executive Commissioner for Stakeholder Management, Rimini Makama, Maida highlighted that mobile numbers, commonly referred to as SIMs, have become essential identity tools used for banking, authentication, and access to critical services. However, this growing reliance has also exposed users and institutions to significant risks, especially when compromised numbers are reused without proper verification.

Maida stated, "The fraudulent use of churned, recycled, swapped, and barred MSISDNs has become a major vector for financial fraud and identity theft, eroding public trust in our digital platforms." He explained that TIRMS is engineered as a secure, cross-sector system that enables service providers to confirm the status of mobile numbers before granting access to services. This functionality is expected to help detect numbers linked to suspicious or fraudulent activities and prevent their misuse, thereby enhancing accountability across the telecommunications ecosystem.

Regulatory Amendments and Implementation

To support the rollout of TIRMS, the NCC has proposed amendments to existing regulations governing quality of service and subscriber registration. Key proposed changes include:

  • Requiring telecom operators to notify subscribers at least 14 days before their lines are churned or recycled.
  • Mandating the submission of details for such numbers to the TIRMS platform within seven days.

The new framework also introduces stricter provisions for blocking SIMs that are fraudulently registered or used, aiming to prevent their re-entry into the system. Maida stressed that collaboration will be pivotal to the success of this initiative, noting that TIRMS is designed to operate across multiple sectors, including finance, identity management, and law enforcement. He added that the stakeholder forum reflects the commission's participatory approach to policymaking, with feedback from industry players shaping the final implementation of the system.

Enhancing Digital Trust and Security

Also speaking at the event, Director of Cybersecurity and Internet Governance at the NCC, Olatokunbo Oyeleye, described digital trust as the backbone of modern economies. She warned that without it, growth and innovation would be severely limited. Oyeleye said, "Our collective responsibility today is clear: to ensure that every mobile number in Nigeria can be trusted by users, service providers, regulators, and the entire digital ecosystem that depends on it."

Oyeleye explained that TIRMS will serve as a central verification system to strengthen identity assurance and reduce fraud risks associated with compromised mobile numbers. She noted that the NCC has already initiated the rule-making process in accordance with the Nigerian Communications Act, including the publication of a consultation document outlining the proposed regulatory amendments. The outcomes of the stakeholder engagement will guide the final review of the rules, ensuring that the platform meets the needs of all sectors involved.
