Keyamo and Saudi Counterpart Hold Strategic Talks on Aviation Partnership
In a significant diplomatic move aimed at strengthening aviation ties, Nigeria's Minister of Aviation and Aerospace Development, Festus Keyamo, has held high-level meetings with Saudi Arabia's Minister of Transport and Logistics Services, Saleh bin Nasser Al-Jasser. The discussions, which took place in Riyadh, focused primarily on enhancing the existing Bilateral Air Service Agreement (BASA) between the two nations and ensuring operational efficiency for the upcoming 2026 Hajj pilgrimage.
Comprehensive Review of BASA Framework
The meetings, which were described as frank, constructive, and productive in an official statement, centered on the urgent need to review the current BASA framework. Both parties agreed that the agreement must be updated to reflect present-day realities and the evolving dynamics of the global aviation industry. The existing Memorandum of Understanding, signed in 2015, was thoroughly examined, particularly regarding the sharing formula for the annual airlift of pilgrims by designated airlines from both countries.
The review aims to ensure fairness, efficiency, and mutual benefit for Nigeria and Saudi Arabia, addressing long-standing operational concerns that have affected Nigerian airlines. Keyamo emphasized Nigeria's commitment to upholding international aviation standards while fostering strategic partnerships that benefit both nations.
Focus on 2026 Hajj Operations
A critical component of the discussions was the planning for the 2026 Hajj operations. The meetings addressed several key issues, including:
- The allocation of slots to Nigerian designated carriers (flag carriers) for the 2026 Hajj
- The determination of the percentage of pilgrims to be airlifted by airlines from both countries
- Operational enhancements to ensure seamless and efficient Hajj operations this year
Keyamo was accompanied by the Director-General of Civil Aviation, Chris Najomo, and key directors from the Federal Ministry of Aviation and Aerospace Development, underscoring the importance Nigeria places on these negotiations. The minister expressed appreciation to the Saudi authorities for their continued cooperation and support, reaffirming Nigeria's dedication to resolving all outstanding issues in a mutually beneficial manner.
Diplomatic and Operational Outcomes
The separate meetings also included discussions with Abdulaziz Al-Duailej, President of the General Authority of Civil Aviation (GACA), further solidifying the collaborative efforts. According to Tunde Moshood, Special Adviser on Media and Communications to Minister Keyamo, the engagements were marked by a strong commitment from both sides to deepen aviation ties.
Decisions reached during the meetings, particularly those concerning the 2026 Hajj operations, have already been communicated to Nigeria's designated airlines for prompt implementation. This proactive approach aims to address operational challenges and enhance the performance of Nigerian airlines, ensuring a smooth and successful pilgrimage for Nigerian citizens.
The meetings in Riyadh represent a pivotal step in strengthening the aviation partnership between Nigeria and Saudi Arabia, with both nations demonstrating a shared vision for improved cooperation and efficiency in the aviation sector.
