Borno State Government Commits N2.5 Billion to Student Scholarships at Aviation University
In a significant educational investment, the Borno State Government has disbursed N2.5 billion to cover annual tuition fees for scholarship beneficiaries at Isaac Balami University of Aeronautics and Management (IBUAM). Governor Babagana Umara Zulum personally presented the cheque during a ceremony at the Government House in Maiduguri on Thursday, February 20, 2026.
Governor Zulum Unveils 54 Successful Scholarship Candidates
Governor Zulum officially revealed the 54 students who will benefit from the state-sponsored scholarship program, emphasizing that selection was strictly based on vulnerability criteria. Two candidates were carefully chosen from each of Borno's local government areas to ensure equitable representation across the state.
"I'm pleased to know that the admission process has been concluded. I congratulate all of you on your success," Governor Zulum stated during the ceremony. "What matters most is not just gaining admission, but how focused you will be in your studies. I advise you to remain dedicated and become good ambassadors of our state."
Additional Financial Support for Student Resumption
Beyond the tuition coverage, Governor Zulum announced supplementary financial assistance of N500,000 for each scholarship recipient to help with initial resettlement and academic expenses. The governor directed immediate disbursement of these funds to ensure students can commence their studies without financial hindrance.
Rigorous Selection Process from Thousands of Applicants
State Commissioner for Education, Engr. Lawan Abba Wakilbe, detailed the comprehensive selection procedure that yielded the final 54 beneficiaries. Following a statewide advertisement targeting indigent students, over 3,000 applications were received, with 1,200 candidates shortlisted for written examinations as mandated by Governor Zulum.
"The government remained committed to ensuring this scholarship program became a reality," Commissioner Wakilbe affirmed, highlighting the administration's dedication to educational advancement.
University Founder's Personal Commitment and Vision
Isaac Balami, Chairman and Founder of IBUAM, expressed profound gratitude to Governor Zulum for fulfilling the scholarship pledge. Balami, who himself benefited from a Borno State government scholarship during former Governor Ali Modu Sheriff's administration, emphasized the importance of giving back to the community.
"Having benefited from the state, it is only fair that I give back," Balami declared. "We will not fail you, Your Excellency. These students will be among those who will build the first made-in-Nigeria aircraft."
In a remarkable parallel gesture, Balami personally offered scholarships to an additional 54 students as aircraft technicians and planners, bringing the total number of beneficiaries to 108.

Balami commended the Borno State Ministry of Education for their exceptional professionalism throughout the scholarship implementation process. "The structure and system in place at the education ministry here in Borno is second to none," he observed. "I'm impressed by the level of progress and organisation. This is governance."
