The Kano State House of Assembly has officially confirmed the receipt of a formal letter from Governor Abba Kabir Yusuf, requesting the screening and subsequent confirmation of Murtala Sule Garo as the new deputy governor of the state. This development follows the recent resignation of Comrade Aminu Abussalam Gwarzo from the position last month, creating a vacancy that requires immediate attention under constitutional provisions.
Nomination Process and Constitutional Basis
Speaker of the House, Honorable Jibrin Ismaila Falgore, disclosed this critical information on Wednesday while presenting the executive bill to the plenary session. Governor Yusuf had transmitted Garo's name to the assembly on Tuesday, nominating him as the preferred candidate for the vacant deputy governor seat. In the letter read aloud by Speaker Falgore, Governor Yusuf emphasized Garo's exemplary character, extensive experience, broad exposure, and consistent support for the All Progressives Congress (APC), as well as his contributions to Kano's development in various capacities.
The nomination aligns with Section 191(3) of the 1999 Constitution of Nigeria (as amended), which grants the Governor the authority to nominate a Deputy Governor when a vacancy exists. This legal framework ensures the continuity of governance and adherence to democratic principles within the state's administrative structure.
Formation of Ad Hoc Screening Committee
Following the reading of the governor's letter, Speaker Falgore announced the constitution of an ad hoc committee tasked with screening the nominee. This committee is chaired by the Deputy Speaker and includes key legislative figures such as the Majority Leader, Chief Whip, Deputy Majority Leader, Majority Whip, and members representing constituencies including Fagge, Sumaila, Warawa, Dawakin Kudu, and Tudun Wada, among others.
The committee is expected to invite Murtala Sule Garo for a comprehensive screening process and report back to the House on Monday. This step is crucial for ensuring transparency and thorough vetting of the nominee before any confirmation vote takes place.
Background and Qualifications of Murtala Sule Garo
According to a statement signed by the Governor's Chief Press Secretary, Mustapha Muhammad, earlier on Wednesday, Murtala Sule Garo is a 48-year-old seasoned political administrator with over two decades of dedicated service in both elective and appointed positions. His extensive career includes:
- Serving as State Organising Secretary of his political party.
- Acting as Special Adviser to the Kano State Governor.
- Being elected as Chairman of Kabo Local Government.
- Holding the position of Chairman of the Association of Local Governments of Nigeria (ALGON) in Kano.
- Serving as Commissioner for Local Government and Chieftaincy Affairs.
- Running as the Deputy Governorship Candidate of the APC in the 2023 general elections.
His nomination is viewed as part of broader efforts to strengthen governance and sustain effective service delivery in Kano State, leveraging his deep-rooted experience and political acumen.
