President Bola Tinubu has defended his administration's sweeping reforms of the National Youth Service Corps (NYSC), stating that the changes are designed to equip young Nigerians with practical skills, improve employability, and position them as drivers of national development. In a post on his official X account on Wednesday, Tinubu described the reforms approved by the Federal Executive Council on Monday as the most significant since the NYSC was established in 1973.
Reforms Fulfill Inauguration Promise
According to the president, the overhaul fulfills a promise he made at his inauguration to create meaningful opportunities for young people and ensure they play a central role in his administration. Tinubu noted that while the NYSC had served the cause of national unity for more than five decades, the country's current realities require a broader mandate. He emphasized that young people make up nearly 70 percent of the population and represent the driving engine of the one-trillion-dollar economy his administration is building, rather than a burden to be managed.
NYSC Repositioned as Development Platform
Consequently, the government is repositioning the NYSC from a simple mobilization scheme into a national development platform focused on skills, employability, productivity, and enterprise. Under the newly approved framework, the NYSC orientation programme will be extended to run for six weeks, broken down into three distinct two-week phases. The initial phase will cover civic responsibility, national values, and leadership development, followed by a second phase dedicated to career mapping, basic accounting, business planning, financial literacy, and public career days. The final two weeks will transition into stream-specific training aligned with each corps member's designated pathway.
11 Specialized Streams Introduced
At the point of registration, participants will select from 11 specialized streams: Agriculture, Medicine, Education, Tech and Digital, Law, Public Service, Infrastructure, Green Economy, Enterprise, Creative Economy, and Paramilitary and Security Services. The president also announced new measures aimed at improving the safety of corps members, stating that deployment to security-challenged states will be guided strictly by risk assessments. Postings in these areas will prioritize indigenes, local residents, graduates of institutions within those states, and those from neighboring states within the same geopolitical zone.
Technology-Driven Call-Up Process
To support this, the entire call-up process will become fully technology-driven to better align primary assignments with individual academic backgrounds and skill sets. Furthermore, the restructuring introduces major changes to the governance and traditions of the scheme. The NYSC will now be led by a civilian Director-General, supported by three Executive Directors, including a Security Services Executive Director chosen from the military or paramilitary services to oversee safety operations.
Orientation Camps to be Graded, Passing-Out Parade Scrapped
Orientation camps nationwide will be subjected to a national grading and certification framework to enforce uniform standards, and the traditional Passing-Out Parade will be scrapped in favor of a formal Graduation Ceremony. President Tinubu has already directed the Federal Ministry of Youth Development and the Federal Ministry of Justice to initiate amendments to the NYSC Act to give immediate legal backing to these changes.
